The Operations Division is under the command of Captain Greg Minton.  The Operations Division is comprised of the following units, Patrol and Animal Control. The Operations Division also has a list of useful links.

Patrol

The Patrol Division, in cooperation with community members and organizations, are actively resolving crime concerns and quality of life issues facing our community. 

Patrol officers are the first to respond to calls for service where law enforcement assistance is needed. Duties of the officers include preventing violations of statutes and ordinances, traffic enforcement, suppressing disturbances, roadway accident investigation, traffic direction and patrolling residential and business areas.

Reporting a Crime

Please call 9-1-1 if you believe a crime is currently in progress.  To report all non-emergency crimes, please call the non-emergency number, 512 528-2800.  Please call as quickly as possible when you believe a crime has occurred.  Please do not touch or move items, giving the officers the maximum opportunity to find viable fingerprints.

Suspicious Activity - What Should You Call About

Call about suspicious activity while it is occurring.  Be clear about why it is suspicious.  You can always call about an obvious or possible crime in progress.  Always stay in a safe location and in general, do not approach someone you believe is committing a crime. In certain instances, if you approach or announce that you have called the police, it may reduce our chances of identifying any people involved.

What Information do You Need to Provide?

For stolen items, please have the serial #s, model, make, color, value, time last seen, and time discovered missing. Items that do not have a serial number or owner identification number can not be entered into the state and national wide system as being stolen.

For missing people, please have a description ready which includes height, weight, hair/eye color, clothing, when and where last seen, jewelry, tattoos, age, DOB, SSN, and cell phone number. Please have names, addresses and phone numbers of friends available.

For damaged items, please determine as best you can when (time frame) the damage occurred and the value of damage. Again, it is critical that officers see what was damaged prior to any clean-up.

Animal Control

Leander Animal Control duties are performed by civilian uniformed officers.  Duties include routine patrol of the city for violations of the Leander animal control ordinance and other appropriate laws.  They also register animals as required, investigate animal bites, animal abuse complaints, impound cats and dogs, and quarantine dogs and cats, as appropriate.

General Tips for Dogs and Cats Outside the Home 
  • Dogs must be on a leash if they are outside your fenced yard.  Violations of this requirement are titled "Dog at Large"
  • Cats do not have to be on a leash, but they are required to wear their rabies tag and registration tag
  • Dogs are required to wear their rabies tag and registration tag outside of the home
  • Pets making noise outside could be in violation of the animal control ordinance or the noise nuisance ordinance 
Registration of Animals

The animal control officers register dogs and cats within the city, as required by the Leander Code of City Ordinances.  The ordinance requires that all dogs and cats four months of age and older be registered annually with Leander Animal Control.  Proof of current rabies vaccination is required. Pre annum fees are as follows:

  • Non-neutered dog or cat - $5.00
  • Neutered dog or cat - $3.00
  • Other animals - $3.00
Impounded Animals  

Animals picked up within the city are taken to the Williamson County Regional Animal Shelter.  For more information about the shelter, locating lost pets or adopting a pet, please visit their web site:

Reporting Loose Animals  

When calling to report an animal that is running loose, please give a basic description of the animal, where it was last seen and any other information that may be helpful. 

  

Limits on Animals in a Household

City ordinance limits the number of animals in a household to five.  Households with more animals may apply for a multi-animal permit.  The application is in the file section.  An inspection of the home is required for issue of the permit.  The permit is valid for one year.  Homeowners must update animal control if changes occur.

Limits on Animal Businesses

City ordinance requires registration of animal businesses within the city.  This includes grooming and breeding.  These businesses must apply for a permit.  The application is in the file section.  An inspection of the business is required for issue of the permit.  The permit is valid for one year.  Business owners must update animal control if changes occur.

When an Animal Bites a Human

All animal bites to humans must be reported to animal control per the Texas Health and Safety Code, section 826.041.  Observation or testing for rabies will be required.  In some instances, dogs or cats may be eligible for home quarantine.  Home quarantine will require multiple visits from animal control to verify the animal does not show any signs of rabies.

Other information that may be helpful

  • Your pet is required by law to be vaccinated at the interval set by the Health and Safety Board Rules.
  • Having your pet spayed or neutered can prevent overpopulation as well as health and behavioral problems.
  • Always be cautious when encountering any unknown animal.  Don't try to catch it or pick it up!

Special Programs

Patrol Bicycle Unit patrols at various functions and around the town.  The bicycle units patrol neighborhoods at various times when weather allows. 

Patrol has a radar trailer that can be requested in your area.  Please contact Corporal Wilcox to request the radar trailer. There is a waiting list for the radar trailer.

Patrol may also perform targeted patrol, called directed patrol, to target a specific traffic issue or problem.  Please contact Support Service Corporal Wilcox to request a directed patrol.
